Sure. All waterfront development today has to go through a rigorous/expensive process that require a multitude of approvals(DEC,Board of Health, Town, etc...) before a shovel can go into the ground. It is there that the newer systems could be mandated. The Town is now on a mission to have all residential septic systems go through inspections and upgrades. This will be too costly for existing homeowners. Look at the energy requirements that the town is forcing on new home builders. They do not understand the costs. Price out some of this stuff and you will see. Yes it saves "in the long run" but who has the $$$ for the upfront costs. If you had planners that had a clue on what they were doing you wouldn't need the CPF in the first place. This is a penalty for any real estate transaction in the Town. So the powers that be think it is a good idea to borrow against the future PROJECTED revenues. What if that doesn't work out. Plus, ALL taxpayers in the town pay for this..the pie is only so big. Cluster building, transfer development rights, tax deferred land donation, upzoning, acreage limitations, common sense zoning, to name a few.

To think that ALL taxpayers do not pay for this is flat out wrong. When you take ANY property off the tax rolls, by definition, the remaining parcels on the tax rolls have to pay more. That is a best case scenerio providing the municipality and schools keep their revenue needed the same. As we all know, they need more money every year. The CPF properties purchased do not contribute, the extra burden goes on the remaining parcels of land. Simple division. I am not necessarily against it, but please realize that we all pay.
