Affordable Housing Lottery Opens For Speonk, Tuckahoe Apartments; Deadline Is July 5

Applications for 65 new affordable housing rentals located in the Town of Southampton are now being accepted, but those who wish to apply need to act fast—the deadline is July 5.

There are 37 apartments available at Speonk Commons, on North Phillips Avenue near the Speonk train station, and another 28 at Sandy Hollow Cove, off Sandy Hollow Road in Tuckahoe. Between both locations, there are 52 studios or one-bedroom apartments and 13 two-bedroom apartments.

Tenants must maintain their apartments as their sole primary residence.

Most of the units are set aside for households earning up to 60 percent of the area median income, or AMI, which is determined by the U.S. Department of Housing and Urban Development. Rather than considering incomes in Southampton Town only, the local AMI reflects median income across Suffolk and Nassau counties.

Sixty percent of AMI amounts to $52,080 for a single person, $59,520 for two people, and $74,480 for a family of four. Seven units are open to applicants earning up to 80 percent of AMI, which is $69,440 for a single person, $79,360 for two people, and $99,200 for a household of four.

There also are mandatory income minimums, to ensure that applicants will be able to make rent. Completed applications must include the earnings and financial assets of all members of the household. Should a tenant’s income grow over the years until it exceeds the AMI limit, the tenant will not be forced to move out.

Monthly rent varies based on income. For those at 60 percent of AMI or below, rent is $1,225 for a studio, $1,313 for a one-bedroom, and $1,576 for a two-bedroom. At 80 percent of AMI or below, rent is $1,751 for a one-bedroom and $2,101 for a two-bedroom.

There is no cost to apply, and anyone may apply, regardless of what town, or even state, they currently reside in. However, 12 units are set aside for applicants with mobility, hearing and/or vision disabilities, two for people who reside or work in the Town of Southampton, and one for a veteran or surviving spouse of a veteran.

Curtis Highsmith Jr., the executive director of the Town of Southampton Housing Authority, explained that the state determines how many set-asides there can be.

A lottery will be scheduled in July to award the opportunity to rent the apartments. Mr. Highsmith said the lottery will likely be held at Southampton Town Hall, and applicants are encouraged, but not required, to attend. The names of applicants will be drawn at random, and each applicant will be assigned a number based on the order in which their name was drawn.

If any of the first 65 applicants picked end up turning down the opportunity or fail to meet the eligibility requirements, applicants further down the list will be extended an offer. Anyone approved for a unit must sign a lease and move in within 30 days of approval.

Only one application may be submitted per household. Households that try to submit more than one application may be disqualified, the town advises.

The application form can be downloaded from southamptontownny.gov. To receive an application via mail, send a self-addressed envelope to Sandy Hollow Cove and Speonk Commons, 4 Executive Blvd, Suite 100, Suffern, NY 10901. Applications will be accepted only through regular mail and must be postmarked by Friday, July 5. They must be mailed to Sandy Hollow Cove & Speonk Commons, P.O. Box 5052, Southampton, NY 11968-2068.

The two affordable housing developments are a result of a partnership between the Southampton Town Housing Authority, a government agency charged with providing affordable housing, and Georgica Green Ventures, a for-profit, Jericho-based company that builds affordable housing. Though they are in two different locations, Sandy Hollow Cove and Speonk Commons were treated as one project to maximize the grants they could receive. The total cost of the project was $30 million, according to Governor Andrew Cuomo’s office.

New York State Homes and Community Renewal provided tax credits to generate $16.5 million in equity and provided $3,146,676 from the state’s Housing Trust Fund.

In 2017, the Suffolk County Legislature, through the Suffolk County Affordable Housing Opportunities Program, authorized $2.15 million toward the acquisition of the lands for the two sites.

Arco Management Company, a third-party management company, is handling the lottery and the subsequent screening of applicants, Mr. Highsmith said. He added that he wants to ensure that everyone is properly informed about the opportunity and that the process is transparent.

How does the "attitude" of someone who is against building a high density project on an environmentally sensitive piece of land using OUR money to subsidize housing for applicants chosen at random enter into this discussion BrianWilliams?

Ghetto was originally ethnic areas in cities. I believe it has evolved into something different. You’ve read enough of his posts to know dog whistle comments.

No application can be turned away, that is the law. This does not mean they meet the requirements or qualify. An applicant has to be legally in the US. Screening includes credit and background check, along with references.
THIS IS NOT A SECTION 8 PROJECT, no matter how many times people try to insinuate that it is.

Wrong. Since you like all caps, here goes:

IT IS ILLEGAL IN NYS TO DISCRIMINATE AGAINST "ANY LAWFUL SOURCE OF INCOME", INCLUDING SECTION 8 HOUSING BENEFITS. IT IS ALSO ILLEGAL TO DISCRIMINATE BASED ON IMMIGRATION STATUS.

So tell me genius, how would this project get away with violating the law by turning away Section 8 or illegal alien applicants? You're another in a long line of people deceiving communities into thinking these projects are reserved for local "working" people.

I am responding to the individuals who keep saying that the complex is a Section 8 development, which is incorrectly classified. That would make it a HUD subsidized Project Base community. What you are referencing is denying or turning away a person because they have been issued a section 8 voucher, which is illegal and discrimination. I was merely clarifying the difference.

A HUD subsidized Project Base community involves contracting with property owners to rent all or some units to Section 8 recipients. This project is open to renting some or all units to Section 8 recipients.

You and the other advocates for these projects dishonestly portray them as "workforce housing", when they are not. Section 8 recipients, and non-working, non-residents of Southampton are just as likely to populate these apartments as local working people. But of course, being upfront ...more

Why does the Press continue to call this affordable housing?
Please call it what it really is, "subsidized housing" or "welfare housing".
There is nothing affordable about it for those who get the bill for the subsidies.
